    On October 27, 2006, by Executive Order 13413, I declared a national emergency with respect to the situation in or in relation to the Democratic Republic of the Congo and, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701‑1706), ordered related measures blocking the property of certain persons contributing to the conflict in that country. I took this action to deal with the unusual and extraordinary threat to the foreign policy of the United States constituted by the situation in or in relation to the Democratic Republic of the Congo, which has been marked by widespread violence and atrocities that continue to threaten regional stability.

    Today, President Bush hosted representatives from seven nations that have met the criteria for admission into the United States’ Visa Waiver Program (VWP) and six nations on track to be admitted. In about a month, the citizens of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Slovakia, and South Korea will be able to travel to the United States for business or tourism for up to 90 days without a visa. So-called “roadmap” countries, which are on track to qualify for VWP admission, at today’s event were Bulgaria, Cyprus, Greece, Malta, Poland, and Romania.

    Section 202(d) of the National Emergencies Act, 50 U.S.C. 1622(d), provides for the automatic termination of a national emergency unless, prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the emergency declared with respect to significant narcotics traffickers centered in Colombia is to continue in effect beyond October 21, 2008.

    On October 21, 1995, by Executive Order 12978, the President declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706) to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States constituted by the actions of significant narcotics traffickers centered in Colombia, and the extreme level of violence, corruption, and harm such actions cause in the United States and abroad.

  • Statement on Presidential Determination Regarding Brazil Air Bridge Denial (ABD) Program

    The President has authorized the Department of State to continue assistance to Brazil in carrying out an “Air Bridge Denial Program” against civil aircraft reasonably suspected of trafficking in illicit drugs. In granting this authorization, the President has determined that interdiction of illicit drug trafficking aircraft in Brazil’s airspace remains necessary because of the extraordinary threat posed by such trafficking to Brazil’s national security. Further, the President has determined Brazil has appropriate procedures in place to protect against the innocent loss of life in connection with such interdiction. The United States Department of State, with the support of other U.S. agencies, has the ability to continue to work with the Government of Brazil to ensure effective counternarcotics operations while observing strict adherence to agreed-upon and well-established safety procedures.
