President Bush Signs H.R. 5501, the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis and Malaria Reauthorization Act of 2008
President Bush on Wednesday said, “With this legislation, America is showing its tremendous regard for the dignity and worth of every human being. This afternoon, I want to speak directly to those around the world who have, or think they may have, HIV: A positive diagnosis does not have to be a reason for shame. So don’t let shame keep you from getting tested or treated. Your life is treasured by the people who love you. It is precious in the eyes of God. It matters to the people of the United States.”

Fact Sheet: a Historic and Lifesaving Commitment to Fight HIV/AIDS
Today, President Bush signed into law H.R. 5501, the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act. This legislation responds to the President’s call last year to expand our commitment to this successful program for five additional years. In 2003, President Bush launched the President’s Emergency Plan for AIDS Relief (PEPFAR) to combat global HIV/AIDS - the largest commitment by any nation to combat a single disease in human history. Today’s legislation will dramatically increase the financial commitment to this fight - authorizing up to $48 billion to combat global HIV/AIDS, tuberculosis, and malaria.

Message To the Congress of the United States
Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent the enclosed notice to the Federal Register for publication stating that the national emergency and related measures blocking the property of persons undermining the sovereignty of Lebanon or its democratic processes and institutions and certain other persons are to continue in effect beyond August 1, 2008.

Notice: Continuation of the National Emergency with Respect to the Actions of Certain Persons to Undermine the Sovereignty of Lebanon or Its Democratic Processes and Institutions
On August 1, 2007, by Executive Order 13441, I declared a national emergency and ordered related measures blocking the property of certain persons undermining the sovereignty of Lebanon or its democratic processes or institutions and certain other persons, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701‑1706). I took this action to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States constituted by the actions of certain persons to undermine Lebanon’s legitimate and democratically elected government or democratic institutions, to contribute to the deliberate breakdown in the rule of law in Lebanon, including through politically motivated violence and intimidation, to reassert Syrian control or contribute to Syrian interference in Lebanon, or to infringe upon or undermine Lebanese sovereignty which contributes to political and economic instability in that country and the region.

President Bush Meets with Cabinet Members
President Bush on Wednesday said, “The time for action is now. This is a difficult period for millions of American families. Every extra dollar they have to spend because of high gas prices is one less dollar they can use to put food on the table, or to pay the rent, or meet their mortgages. The American people are rightly frustrated by the failure of Democratic leaders in Congress to enact common-sense solutions — like the development of the oil resources on the Outer Continental Shelf. There are now just a couple of days left before Congress leaves for its August recess. Legislation to open up this offshore exploration is pending in both the House and the Senate — all Democratic leaders have to do is allow a vote. They should not leave Washington without doing so.”

President Bush Signs the Clean Boating Act of 2008 and the Housing and Economic Recovery Act of 2008 Into Law
On Tuesday, July 29, 2008, the President signed into law: The Clean Boating Act of 2008, which exempts certain discharges incidental to the normal operation of a recreational vessel from regulation under the Clean Water Act.

MS. PERINO: Good to see you. Earlier today, President Bush met with his Cabinet and spoke in the Rose Garden about the importance of addressing our nation’s energy needs. And as you heard the President say, Democratic leaders in Congress need to stop standing between the American people and the vast energy resources we have here at home. And we believe they should allow a vote to expand exploration.
