    Today the House of Representatives passed on a largely party-line vote
    legislation that would only partially fund our troops in Iraq and
    Afghanistan, but fully embolden our enemies. Once again, the
    Democratic leadership is taking this debate down a well-worn path that
    calls for arbitrary withdrawal from the battlefield, despite the gains
    our military has made over the past year. These votes, like the dozens
    of previous failed votes, put the interests of radical interest groups
    ahead of the needs of our military and their mission. If legislation
    comes to the President in this form, he will certainly veto it.

    In October, the Senate Select Committee on Intelligence (SSCI)
    completed a bill with strong bipartisan support to modernize the
    Foreign Intelligence Surveillance Act of 1978 (FISA). The SSCI bill
    would reauthorize core foreign intelligence collection authorities
    under the Protect America Act (PAA) and provide meaningful liability
    coverage to companies accused in lawsuits of assisting our Nation in
    the aftermath of the attacks of September 11, 2001.

    President George W. Bush today announced the recipients of this year’s National Medals of Arts and National Humanities Medals. The awards will be presented by the President in an East Room ceremony on Thursday, November 15, 2007. The President will be joined by First Lady Laura Bush, Mrs. Lynne Cheney, Dana Gioia, Chairperson, National Endowment for the Arts, and Dr. Bruce Cole, Chairperson, National Endowment for the Humanities.

    President Bush welcomes the agreement by International Monetary Fund
    (IMF) shareholders to finance debt relief for Liberia. The United
    States, in partnership with the G-8 and the managements of the IMF,
    the World Bank, and African Development Bank, worked hard to secure
    the funding necessary for 100 percent multilateral debt relief. This
    follows the U.S. commitment to provide $391 million in bilateral debt
    relief for Liberia. Collectively, this will unlock significant
    resources in support of the economic turnaround begun by President
    Ellen Johnson Sirleaf.

Over the past several years, the United States has actively supported peace efforts in Northern Ireland, which culminated in the formation of a unified Northern Ireland government. This visit marks the first time that Dr. Paisley and Martin McGuinness will visit the United States together since taking office. The President looks forward to congratulating the two leaders on overcoming years of violent conflict, and for taking the historic path toward a peaceful and prosperous future for all the people of Northern Ireland.
