Deputy Press Secretary Tony Fratto Statement on Senate Passage of Intelligence Legislation
“We appreciate the U.S. Senate for passing critical legislation this
evening that will give our intelligence professionals the essential
tools they need to protect our nation. It is urgent that this
legislation become law as quickly as possible, so we encourage the
House of Representatives to swiftly consider and pass this bill before
departing for recess.” -
Statement by Deputy Press Secretary Tony Fratto on FISA Modernization
“This afternoon on the House floor, Rep. Alcee Hastings asserted that
last night the Director of National Intelligence had accepted a House
Democratic proposal on FISA modernization but the White House made him
turn it down. That is flatly untrue. The DNI reviewed the legislation
himself and determined that it would not provide the tools he needs to
protect the country, and therefore he would not be able to look the
President in the eye and say that the legislation should be signed.
The Administration is working in good faith with the Congress to get
this critical national security legislation passed before they depart
for the rest of August.” -

Fact Sheet on FISA Modernization
In an effort to address this critical intelligence gap, the Director
of National Intelligence has proposed a significantly narrowed
proposal focused on the current, urgent need to protect our Nation. This new proposal would substantially enhance our capabilities to
collect intelligence on targets located overseas. It would also
preserve a role for the Foreign Intelligence Surveillance Court in
reviewing the Government’s procedures for collecting intelligence on
these overseas targets. This is an effort to balance court review and
our urgent need to close the current intelligence gap. -

President Bush Meets with Counterterrorism Team
President Bush on Friday said, “I’m honored to be here at the headquarters of
the FBI. Just had a beginning of a series of meetings today, and
during those meetings it is clear that people around that table fully
understand we have no higher duty than to protect the American people.
And so I’m pleased to be with my homeland security and
counterterrorism teams. We’ve got folks in our government who spend
every day working side by side with like-minded men and women in our
federal government, all aiming to protect you, doing everything they
can to protect the American people from a dangerous enemy.”
